General Meeting

3.Summary of January 20, 2007, Annual Meeting:

4. Financial:
This part was presented by Sonny Hedges. The total assets are $41,040 and total liabilities and net assets are $41,040.
5. ARC Issues:
Wendy Samples gave the ARC Report.
6. DSL:
Paul Saunders presented the information he had about DSL through Bell South. If property owners are interested to check for eligibility, they can go to the Bell South’s website, put in their home phone number and eligibility status will be reported. The packages run from about $39 to $75 monthly plus there is presently a rebate for the modem that needs to be purchased. Much of North Hill is eligible; however, some residents complained that they weren’t. A property owner on Windward Way said Bell South gave her an August 15 date.
7. Neighborhood Watch:
Sonny Hedges gave a presentation on Neighborhood Watch. Jim Luke gave a summary of the benefits of the program. He said Monica Jacobson, a Picayune Police Department employee, is willing to help us get started. When asked who has had their properties vandalized, almost half of the property owners raised their hands. A property owner was recently mugged in her driveway as she got out of her car. That same night, a house was burglarized in Phase II. We need Neighborhood Watch to cut down on these activities. Michelle Fradella wants to place signs within our community for Crime Stoppers. Calling Crime Stoppers to give anonymous reports of crimes or suspicious behavior is also a help to eliminate crime in our community. The NHPOA will buy Neighborhood Watch signs. Sonny divided our community into blocks. He asked that anyone interested in becoming a block captain or participating in the program sign up after the meeting.
8. Incorporation Update:
Stacy Baudoin read a report from Ron Kent who was not able to make the meeting about the incorporation of Carriere. The report is attached.
9. New Business:
A property owner asked if we could get more street lights and fix the ones that keep clicking off when a car passes.
A property owner asked about security cameras at the entrances. Paul Saunders said that the Board previously discussed this, and it was too costly without providing enough information like clear license plate numbers. Someone else asked if we could put up fake cameras. Another property owner said that if we can’t use it, than we shouldn’t buy it. Jim Luke said that fake cameras are a big liability and that before doing that we need to review it with our attorney.
Michelle Fradella recommended giving real estate companies copies of the new covenant books.
Paul Saunders suggested making a proposal for a walking track or a community center in our neighborhood. The walking track would be a way to keep our children out of the streets. The community center could possibly be a facility for property owners to rent, maybe even a pool or playground. Both of these come with liabilities that will have to be discussed and voted on. We do pay the least in annual dues. We don’t mind paying more if we get something for the money.
A property owner said we shouldn’t pay more annual dues if nothing is presently being done about covenant violations. Paul said that we do have a lawyer we are using to take actions against such property owners. Someone asked if we could provide a list of these actions. Paul said that he wasn’t sure about the legality of that, but he would check into it. Michelle Fradella said that the Board cannot publish the minutes of monthly meetings because it sometimes contains personal information about property owners it could be a liability. A property owner said that she has previously asked about providing a newsletter to community members, but the Board wouldn’t approve it. Stacy said that many people come up with good ideas, but when it’s time to actually do something no one volunteers.
A property owner asked about the foundation of a house that is at a standstill on North Hill Drive in Phase II. Stacy said that it is involved in a lawsuit.
Someone asked about the status of the trailer in Phase III. Sonny said that it was one of our court cases.
A property owner suggested that vacant lots be cut more often during the summer because it grows faster. She complained that she is getting mice in her house because of the overgrowth of the vacant lot next door to her. Another property owner asked about grass cutting of lots that have houses. Many people are not keeping up with their lawns. Allen Vinet asked if the covenants included a rule requiring landscaping. The Board said that we were not positive, but we didn’t think the covenants addressed landscaping. The only way we can change covenants is if all property owners vote and at least 60% agree.
Mr. Jackson asked about the re-grating of ditches, which he recommended at the last general meeting. Sonny said that he put the order in with the county, now it’s up to them to re-grate the ditches. Mr. Jackson also said that his wife has called many Board members, but no one returns her calls.
A property owner who lives on the first lake on Phase I asked about getting the lilies taken care of. Stacy said that the property owners living on the lake are responsible for taking care of any issues involved with the lake. One of the property owners will have to contact all of the property owners on the lake. Everyone will have to agree.
A property owner asked about mosquito control. Paul said he did not see a truck from the county spraying this year.
A property owner complained about the potholes on our streets. Paul said that the two pot holes at the front entrance were the responsibility of the POA. However, the street is the county. Complaints about the county can be sent to Bettye Stockstill, our representative.
A property owner asked if we could put rules in the covenants about people burning trash in our community. Paul said we cannot change the covenants unless we have 60% of property owners agree.
Angel Carbone asked about having some type of social committee. She said she has already asked the Board about such a committee, but there weren’t funds available at the times. She proposes we have a block party for Halloween. Stacy said that if it’s a social event that does not require the Board to provide funds, than we don’t have to approve it. The block party will be pot luck and everyone will bring a chair. The Dufours and the Stephens who live on Laurel Grove said that their street would be a good location. Stacy said that she would contact the other people who live on Laurel Grove to ask their permission.
A property owner asked if above ground swimming pools were allowed in our neighborhood. Sonny said that it depends which phase because the covenants for each phase differs. We do have a permit process. If a property owner applies for a permit for something not allowed by the convents, they aren’t granted a permit.
A property owner asked if North Windward Way and Clear Sky will lead into Big Sky. The Board did not know. Michelle Fradella said that she will ask for a plot from the county and provide it to the Board.
Someone asked the property owners present to ask their children who drive to slow down.

5. ARC Issues:
Tammy Stockstill reminded property owners that a permit should be obtained for any improvements. If a property owner does not get a permit, NHPOA has the right to have the structure removed from the property.
6. Elections:
There is one open position on the Board. Paul asked for any nominations for the Board position. Tammy Stockstill nominated Wendy Samples. No one else was nominated; therefore, there will be no election. Wendy Samples will take the available position on the Board.
7. Incorporation Update:
Ron Kent gave an update of the incorporation of Carriere. The incorporation effort only produced 200 signatures of North Hill registered voters. There are approximately 440 registered voters in North Hill. Signatures for two-thirds of North Hill are needed to be included in the corporation. There will be a mailing to all registered voters of North Hill who have not signed the petition. The mail out, which should go out at the end of January, will include information about incorporation. If we do not get two-thirds of the registered voters to sign the petition, North Hill needs to consider dropping out as to not impede the effort of the areas of Carriere with the required number of signatures. The steering committee will meet in early February, the whereabouts which will be posted in the Picayune Item.
8. New Accountant:
The NHPOA has acquired a new bookkeeping service. Instead of using Page Bookkeeping, our new bookkeeper is Nicholson Tax Service. Membership dues are to be mailed to the NHPOA post office box at P.O. Box 734 Carriere, MS 39426.
9. Attorney:
Our attorney, Gerald Patch, is doing an okay job. We have collected on several accounts that were in arrears. Mr. Patch is on retainer.
10. ARC:
Maxine Walmsley moved out of the neighborhood, therefore, resigning her position as ARC Chairman. Tammy Stockstill took over as ARC Chairman.
11. Picnic:
The annual picnic was a huge success. There was a good turn out and lots of fun.
12. Phase IV:
There has been some illegal activity reported in Phase IV including dumping, drugs, and fights. If any property owner sees anything suspicious, call the sheriff’s office. If possible, get the license plate number and/or a description of the vehicle. Most of the lots have been sold in Phase IV. Lots 5-15 will be “The Ridge,” a gated community that is part of North Hill.
13. Annual By-laws Update:
The Board reviewed the By-laws and made some changes.
14. Website Update:
The Board has hired a company to update the current website. Updates include the amended By-laws, the minutes of the General Meeting, building permits, and change of address forms.
15. Front Entrance Decorations:
Thanks to whomever is providing us with the seasonal decorations at the front entrance (contact Tammy to get your snowman back).
16. New Business:
A property owner suggested that North Hill become a gated community. Michelle Fradella reminded the property owners that a gate community means that the neighborhood would become responsible for the maintenance of their own roads and for police. Someone else suggested that the majority of the problems in Phase IV started when the back entrance was opened. Someone asked if we could close up the back entrance until the construction starts in Phase IV. David Hattaway said that we once spoke about a guardhouse with surveillance cameras. Paul said that the Board investigated surveillance cameras. The cameras are expensive, would have to be placed at the front and back entrances, and wouldn’t give enough information like license plate numbers. Some of the people who are causing problems are coming in through the field and not through the entrances at all. A property owner asked about the lighting in Phase IV. Tammy said that all of the lights were shot out. She is working to replace those.
Mr. Willis said that the front entrance is too low for drainage. Debris is washing down from the entrance into Lot 1. The Board needs to get an engineer to look at the project and make recommendations.
Mr. Jackson asked about re-grating the drainage ditches throughout the neighborhood. Property owners should contact Bettye Stockstill to get those ditches re-grated.
Mr. Dufour expressed his concerns about the dogs of property owners loose in the neighborhood. There is a county ordinance about pets. Call the sheriff’s office. If animal control comes out, they want you to catch the dog. Ms. Behler said that there is a problem with people just dropping off dogs in Phase III.
Mr. Willis said that property owners should stay informed and express their opinions about the expansion of the county dump.
David Attaway said that Big Sky plans to put a septic treatment center and open several roads that will affect Phases III and IV of North Hill. The developers have to provide plans to the county with a 30 day notice. Property owners of North Hill should stay informed about the plans of Big Sky and to voice their opinions at county meetings. Mr. Willis motioned and Michelle Fradella seconded the motion for the Board to go to the county and express our concerns with these issues.
Wendy Samples expressed her concern about the loitering and other criminal activity that is going on in Phase IV. She is constantly running people out of that area and calling the sheriff’s office. The sheriff’s office sometimes doesn’t come or they come over an hour later. Wendy requested that “The Ridge” be gated off now instead of at a later date. This might stop some of the illegal activity. Paul motioned and Mr. Willis seconded the motion to get the developer to put up the gate.
